Water and sewer
Inside a city or town, usually the town itself. Outside town limits, a parish waterworks district or a private water system.
Trash, streets, and drainage
Your city or town's public works department inside town limits, and the parish government outside them.
Building permits and code enforcement
Your city or town, or the parish government if you live outside town limits.

City police inside town limits and the parish sheriff everywhere else. Fire service comes from city fire departments or fire protection districts.
Property, records, voting, schools, and driver licenses
