Propositions, taxes, and recalls

CITY OF DEQUINCY PROPOSITION SUMMARY: IN MARCH 2002, THE CITY OF DEQUINCY SOLD LAND IN THE DEQUINCY INDUSTRIAL AIR PARK TO CALGON CARBON CORPORATION FOR CONSTRUCTION OF A CARBON REACTIVATION FACILITY. THE DEED REQUIRES CALGON CARBON CORPORATION TO BEGIN CONSTRUCTION OF THE FACILITY WITHIN FIFTEEN (15) MONTHS (JUNE 27, 2003) OF THE DATE IT SIGNED THE DEED (MARCH 27, 2002). THE DEED ALSO PROVIDES THAT, IF CALGON CARBON CORPORATION HAS NOT BEGUN CONSTRUCTION OF ITS FACILITY WITHIN EIGHTEEN (18) MONTHS (SEPTEMBER 27, 2003) OF THE DATE IT SIGNED THE DEED, THE CITY OF DEQUINCY HAS THE RIGHT TO REPURCHASE THE LAND FOR $20,000.00. CALGON CARBON CORPORATION HAS APPLIED TO THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY FOR THE ENVIRONMENTAL PERMITS NECESSARY TO CONSTRUCT AND OPERATE THE FACILITY. THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY HAS NOT YET RULED ON CALGON CARBON CORPORATION'S ENVIRONMENTAL PERMIT APPLICATIONS. CALGON CARBON CORPORATION CANNOT BEGIN CONSTRUCTION OF THIS FACILITY UNTIL CERTAIN OF THOSE ENVIRONMENTAL PERMITS HAVE BEEN GRANTED. THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY HAS REQUESTED ADDITIONAL INFORMATION FROM CALGON CARBON CORPORATION WHICH HAS NOT YET BEEN PROVIDED. TO PROVIDE THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY WITH SUFFICIENT TIME TO COMPLETE ITS REVIEW OF THE ENVIRONMENTAL PERMIT APPLICATIONS FOR THE FACILITY, CALGON CARBON CORPORATION REQUESTED THAT THE CITY OF DEQUINCY EXTEND BY ONE YEAR THE FIFTEEN (15) AND EIGHTEEN (18) MONTH DEADLINES IN THE DEED. IN RESPONSE, THE CITY OF DEQUINCY COUNCIL DISCUSSED A SIX MONTH EXTENSION OF THE CONSTRUCTION DEADLINES AND A THREE MONTH EXTENSION OF THE DATE FOR THE RIGHT OF REPURCHASE. THEREAFTER, THE CITY OF DEQUINCY COUNCIL PASSED A RESOLUTION ASKING THE VOTERS OF THE CITY OF DEQUINCY TO DECIDE WHETHER THE CITY OF DEQUINCY SHOULD EXTEND BY SIX MONTHS, OR UNTIL DECEMBER 27, 2003, THE DATE BY WHICH CALGON CARBON CORPORATION MUST BEGIN CONSTRUCTION OF ITS FACILITY AND BY THREE MONTHS, OR UNTIL DECEMBER 27, 2003, THE SAME DATE, ON WHICH THE CITY OF DEQUINCY ACQUIRES THE RIGHT (DUE TO CALGON CARBON CORPORATION'S FAILURE TO BEGIN CONSTRUCTION OF ITS FACILITY BY THE REQUIRED DEADLINES) TO REPURCHASE THE LAND SOLD TO CALGON CARBON CORPORATION. A "YES" VOTE APPROVES THE EXTENSION UNTIL DECEMBER 27, 2003, OF THE CONSTRUCTION DEADLINES AND THE DATE FOR THE RIGHT OF REPURCHASE. A "NO" VOTE DISAPPROVES THE EXTENSION OF THE CONSTRUCTION DEADLINES AND THE DATE FOR THE RIGHT OF REPURCHASE.
